Artur Leer
Artur Leer is a practicing corporate lawyer, President of the Association of Exporters and Importers, and Managing Partner of Lex Alliance Law Firm (ranked among the top legal firms in Russia by Pravo 300). He is also a member of the Financial Legislation Commission of the Association of Lawyers of Russia, a Public Commissioner for the Support of Exporters and Importers, and a speaker at federal and international platforms (including the International Business Week in Ufa and the Ufa Dialogues, Russia–Islamic World: KazanForum, Innoprom, the Eastern Economic Forum, the St. Petersburg International Economic Forum, and others).
He is the author of more than 100 articles and expert commentaries on professional topics published in leading and specialized media, and a certified mediator (member of the self-regulatory organization “National Organization of Mediators”).
Thanks to Artur Leer’s proactive efforts in advocating for the interests of the business community, his high level of expertise and engagement, as well as his strong and recognizable personal brand, many entrepreneurs have been able to normalize supply chains, resolve taxation issues, improve the internal climate within their companies, save time, and choose the right path for scaling their businesses.
Artur Leer actively participates in the development of legislative initiatives at the Kutafin Moscow State Law University, is one of the initiators of the Consortium for Technological Relocation, and has been an expert in parallel imports since 2012.

With more than 10 years of practical experience, he has worked on projects supporting the operations of medium and large enterprises in the cosmetics industry (Skincare Group of Companies), the food industry (the international holding structure of the Rolton brand), the automotive industry (Star Dreams), water treatment and purification (KNTP Group), the pharmaceutical industry, and a number of mass media organizations. Currently, in addition to providing legal support to commercial companies, he is actively involved in resolving legal matters for non-profit organizations (such as the All-Russian Public Organization “Women of Business” and the Leukemia Foundation, among others).
He has implemented projects on building corporate structures, supporting investment projects, handling mergers and acquisitions, introducing trade secret regimes, transferring exclusive trademark rights to foreign companies, and representing clients in court in corporate disputes.
He has been awarded the “Labor Glory of Russia” medal.
He has also been awarded a Certificate of Honor from the federal project “Russia-2050,” supported by the State Duma of the Federal Assembly of the Russian Federation, for his personal contribution to the development of Russia’s economic potential, strengthening national interests, active professional work, and support of Russian exporters.

He graduated from Bauman Moscow State Technical University with a degree in Engineering and later obtained a Law degree from the same university.
